I'm playing on a 3070 and even on the lowest settings the game runs like dogshit, I get 40 fps at 1080p. Not even Red Dead Redemption 2 ran that badly. Even Alan Wake 2 was way better and people complained about that game being hardware intensive, too.
The only optimization they'll do is add DLSS post launch. If you expect them to optimize the game into a high FPS experience you fell for the PR bait. Thing with AAA slops and demanding games these days is that if you are already GPU-bound then the succeeding updates will not improve performance in any way.
The game is fundamentally broken if you are staring at pitch black void with nothing going on (starting area) and the GPU is still at 100% TDP. Rest of the game is probably even worse in that regard.
