Not really. As villains in 2 they were done very well, better than in 3 by a country mile. It was an interesting plot twist, a nice way to tie up the vault 13 storyline and expand on the vault experiment in general, and a definitive answer to "what happened to the United States Government?"
The Enclave Remnants in New Vegas, apart from being the only other way to get power armour training, also do a good job of humanizing the faction and showing what had already been sort of shown in Fallout 2 with all the Enclave's characters - The Enclave wasn't this monolithic entity of "bad guys" you know, like in FO3, it was made up of people, like everything else in the world. That, and how well the For auld land syne questline and the remnants themselves were done warmed a lot of people up to the faction. So, no shit they pulled a darkhorse victory of sorts in terms of popularity.
The Enclave Remnants in NV were terrible. It's like trying to humanize neo-nazis. Yes, they are all terrible people who should be killed. Nobody cares about their sob story, just put a bullet between their eyes.
enclave aren't some kind of bizarre alien species who landed on earth and started pretending to be humans, they're real people who should have real motivations and personalities
FO4 and FO2 Literally tells you that the Chinks launched the nukes because they lost the war and wouldn't surrender to the United States for moronic reasons.
Thing is though. Bethesda drove off a group of players that were actually using the Enclave membership in 76 as a reason to heavily rp as actual Enclave members. The playerbase complained because the people rp'ing as Enclave were acting exactly like Enclave.
I was one of those players and it pissed me off. Me and my two lads walked into the ammo factory shortly after the game launched (when it was still relevant) while I blared Enclave Radio from FO3 over my mic and we took it. They didn't even resist, they fled before the might of the Enclave
