GW hands over the license to literally anyone who asks. There's a truckload of 40k games and some are bound to be good.

Unironically yes but the only reason GW did it is because they killed off their old world and rebooted it.
that's their old model, which is where all the shovelware shit came from, because any shmuck could make a 40K or WHF game as long as they paid the upfront licensing fee, but a few years ago they got a new guy involved who was actually encouraging the company to approach developers themselves and commission games instead, which I'm 100% positive is the only reason Space marine 2 exists

In the past its was almost impossible to get licence and there was few and far between games. Then around 2015 it jumped to opposite side with them handing it out like candy and there was tons of (often garbage) coming out.

Which is kind of ironic, given that W40k is one of the less fascistic universe ever. There's a scant few universes that are less fascistic than W40k. Hell, Star Trek is technically more fascistic than W40k.

Devs don't have to focus on a story since the source material is ripe with lore anyway
Nor can they include all of it either since there is too much.
So devs just pick a small story or situation/conflict and then build a game about that.
That means they can focus on GAMEPLAY
Almost like good gameplay gives good reviews.

GW have literally started cancelling all the bad games off steam. Several old Warhammer devs lost their license and aren't allowed to sell the games anymore.
Space hulk and deathwatch were good though

After they made Age of Shitmar, they finally released their grips on the original Warhammer license because in their mind, no one should care about it anymore.
So now a lot more developers can work on it without paying an arm and a leg for it.
But all the games being made are 40k, not fantasy.
