Pokemon lost its fangs in Gen 2, and by Gen 3, it had lost all of its teeth, becoming more ungrounded and unrecognizable as the years went by. We all know Gen 7 (and arguably onward) was a result of the great Yokai Watch mind break. There are hints of that original tone every now and then, but it really is jarring how different the world feels when comparing Gen 1 to Gen 9.
The whips for some of them are clearly in the old "animal trainer" thing you saw with circuses.
With Rocket, it was a hint that they were buttholes outright abusing animals.
