It's a reference to a party member in Persona 3 whose AI is infamous for using the spell Marin Karin which inflicts Charm; think Attract, but with worse accuracy than nerfed Dark Void. To make it viable, you also must have the appropriate passive skills for increased accuracy, which said party member never gets. It's hard to say. Status effects can be crippling and shift the momentum of a fight, but because pokemon has such a strict action economy and status moves are innately reliant on RNG(typically lower than average accuracy, random activation/duration) there's often little reason during ingame play to spend your turn potentially crippling an enemy when you can just OHKO them with a super effective move instead. On the other hand, a lot of moves have a chance to apply status effects on top of dealing damage, which is even more RNG. I think that freezai dude posted a match where the outcome was effectively decided in a single lucky turn, as a thunderbolt paralyzed the enemy and then made them lose their turn.
Basically they're a meme in low level play and broken in high level play, but RNG can swing the balance wildly in either direction.

Pokemon actually does it right. Everyone is on the same level rather than bosses just having immunity to most of every status effect making them functionally useless since bosses are the only enemies you would want to use them on since they don't go down in one hit.
