Spring 2018 an autistic hacker broke into Nintendo's servers and copied over development content (better known as Gigaleak.) He was sharing it in his friend group that was also at the same time thinking they would be protecting him by not publicly disclosing he had gotten ahold of Let's Go and Sword/Shield data. Friends of friends eventually started leaking things and like said, dexit probably got a few of them upset and they posted all they knew.
March 2018 was when the breach started and wasn't discovered until at least May. The earliest released Sword beta had a build date as far back as December 2017. The first leak we had of Pokemon Let's Go came in April. The Spaceworld Demo mysteriously appeared in May 2018. Beta Pokémon designs were leaking from somewhere to Helix Chamber.
I suppose this 2019 part of the leak would be a bit more speculation.
If the hacker or his friends still had a back door into Nintendo servers (credentials Nintendo didn't reset or a remote desktop connection maliciously placed on a computer during the intrusion) the friend group could have still been accessing newer builds of the game and keeping up with internal development documents.
May 23rd would have been two weeks before E3, at which point Gamefreak would have had to have committed to not having all Pokemon in the game. Be it an internal document or a newer build removing any reference to National Dex Pokémon, someone in the hacking group could have figured out what it meant and decided to leak it (and considering the autism, perhaps thinking it would cause Nintendo to change their mind or something)
