Fallout 5 should be set across the largest area possible. The world should be split up into a few hundred separate locations, each covering a flat area of a couple hundred square meters with one or two points of interest that are shared with at least a couple dozen other locations.
These locations should be linked via a fast travel menu system to ensure seamless movement across the world.

I think it's just because they're based on the East Coast and can easily do field trips and whatever, but anyway, I think California is going to be Fallout 5's setting due to all the details in Kellogs brain, there's too much stuff going on there like a radio broadcast with NCR, several driveby callbacks to previous locations and so on. It's very deliberate.
Then there's the tv show which is set in LA, so that might be a further clue to what Bethesda wants done given how Todd Howard gave input on it.
