It will feature a black protagonist with the main enemies being cops who are trying to make the city "right" by getting rid of any minorities with prior records.

That's unfortunate, maybe I could understand it offending certain groups if you played as a white guy, running around Africa killing black people, but if you play as a African guy who's tribe is killed by a rival tribe, or a group of Somali pirates, and you set off on revenge against them, with a Lion that you tamed, then that would be Kino.
FarCry is dead because their engine is outdated and ubisoft doesn't want to spend a penny on it, The series was alive only because it was an asset flip
the protagonist could be a not-Taliban fighting against the not-Afghan Armed Forces right around the time the US troops were withdrawing from the country, imagine the outrage it would cause.
