They were referred to as Ash's "coaches" by the referee during the league so apparently it IS allowed but only for the battles that take place before the main stadium or top 16 iirc
what kinda grass gym doesn't have a sprinkler system? he earned that badge for fixing Erika's frick up, how did she leave gloom in the gym I thought it was her favorite you'd think she'd grab it before running out. even if team rocket didn't set off a bomb that place was a fire hazard waiting to happen, one stray fire blast and that thing goes up in smoke.
As a general reminder, in the anime each region has more cities than just the ones we visit in the games, so there are more gyms for the types without badges, and so trainers can earn others, or even more than eight if they want. Rivals are allowed to visit these gyms offscreen.
