Its not as simple as just the eyes, its the minutiae: the shape of noses, size of eyes, subtleties of where the characters' eyes are looking and expressions, rounded corners of the newer art style.
Its not really all that bad like mallow in that other pic, and the quality of higher red, sharper lines and generally lower noise, but it loses its soul when half of the time all characters are making the same dumb 😀 face
The original was made when cel animation was still widely practiced, now everything is digital which gives sharper colors, but gets rid of the rustic look.
Personally I don't mind digital too much, but I do lament the loss of the more flawed backgrounds.
The first four doesn't strain my eyes despite the Porygon meme. But holyshit the amount of hyper saturation that came after the first four seasons almost activated my seizure nerves.
I like how the mountains look in the first DP (HD). I think it was necessary in a mountainous region to show the detail on these mountains specifically. And I think there is just enough messy details on the trees that i think a rustic/cell version of this maybe dialed down just a little bit could look really good.

Brock looked REALLY bad in SM. His current redesign isn't great, but they fixed it a little bit.

Modern anime looks so plastic. Early 00s art was rather bad but it had soul and wasn't that plastic looking. Even the early 2010s weren't that bad.
What you're talking about is a style called Superflat, which all anime has been since the mid 80s onward.
