TF2 was supposed to be a tactical team based shooter in the same vein as early battlefields but even more so
FPS-RTS-RPG hybrid was the idea behind the original Half-Life before it was canned because the technology wasn't there, then revived in 2005-2006 by Arkane/Valve before it was hexxed again for being too ambitious. It was called the crossing here is the trailer
After they shat out Underlords and Artifact, do you WANT them to make games?

Artifact is not the biggest turd of the previous decade. It is excellent. Artifact’s expansions on Dota 2’s setting and lore were amazing. Peak soul. There were times I actually felt like I was commanding the epic fantasy battlefield the cards depicted. I’d never had that feeling from a card game before, not even Magic.
When I looked at the menu, saw Jolixia’s caravan in the distance at night while the music took me, for a fleeting moment it felt like I was home.
Yes, it was right around the time they had their meeting with Microsoft that resulted in them shifting focus from game development towards preserving a future for PC gaming as we know it.
Basically the decision was made then that HL3 would be used as a big exclusive title to help get people out of Microsoft's ecosystem when the time was right.
You may not like it, but its the truth. Valve's position was basically that there was no point in them betting the company on a big AAA Windows game, if Microsoft was going to lock down the ecosystem to end PC gaming as we know it and pull the rug out from under them to soften them up for acquisition as they'd done to so many others.
That's still basically Valve's position, and understanding that explains almost everything that they've done, like the Steam Deck.

There is an entirely valid business case for Microsoft to discontinue support for legacy games, it wouldn't kill the company any more than it killed IBM when they dropped their money losing end user PC business..
It wouldn't affect their business customers at all, and would in fact be an up-sell for them to make more money.
Don't believe me? They did exactly the same thing with DOS.
They have no reason to support Windows if you don't buy Windows.
Valve does sort of have separate teams now, but its still a very flat corporate structure comparatively. Valve didn't want to work on HL3 until they could use it to push their next big thing with enough audience to justify its being an exclusive.
Kind of like how Alyx is a VR exclusive, HL3 won't be coming to Windows.

HL2Ep3 suffered loss of momentum (post Orange Box a lot of devs were burnt out and switched to working on what became Portal 2) and then scope creep, leading it to being abandoned in favor of HL3, which then suffered even worse scope creep (because you were no longer bound by HL2 Episode creative limits), so Valve higher ups cancelled it and squashed any nascent teams from working on HL3 projects.
Feels like they should buy a VR studio like the guys behind B&S, put some manpower behind it to polish it, improve visuals, and add a campaign and make bank selling headsets
Blame them refusing to bend the knee to Microsoft and going full bore on Linux that kneecapped their game dev because all the people who "directed" the companies trajectory went all in on Software and Tech.
Valve screwed over the Artifact fanbase by cancelling the Artifact 2.0 beta without even allowing users to invite friends like they said they would in January 2021 and does not deserve your financial support for these gross consumer-unfriendly practices.
