I agree though I feel that's more of an implementation problem than a hard inherent problem with open worlds, three examples that make me think that

Stringing together multiple open world maps tied to story progression where you can't go back to the previous ones would work well for creating the feeling of scale
>Minecraft
Genuinely infinitely huge game where you can walk for hours but the problem is that you can never find anything interesting
>World of Warcraft
Just a huge handmade world and traversing it feel like an achievement
It looks nice, like an old painting, but it rarely takes much to get there and really nothing to discover when you arrive besides either another copypasted boss or a useless spell
The rewards for exploring are really underwhelming. They shouldn't have placed so much crafting stuff around. Gimme equipment/spells/upgrades.

Pretty sure Pharos is considered to be the biggest mandatory slog in the whole game since it's just so fricking long to get trough.
Great Crystal and Pharos are both very labyrinthine.
at least the great crystal is short and fairly linear if you're not trying to get to Crystal Peak/Ultima or Mark XII. Pharos is just fricking massive, and then there's an entire basement section after you're done

Despite all its flaws, FFV did it for me, at least in the first open area where the crater is. If only the game had stayed of the same quality going forward.
Honestly no good 3d style games do this to be honest. This type of idea would be suited to an open world game as well not some 2d sprite slop shit. Potentially something like Crimson Desert could achieve this if it actually ever releases and is good. The original full open world concept of FF Versus 13 would have probably done this too but we all know what happened there.

Fallout 4 The Institute, epic fricking reveal and everything is completely different, like a prewar time capsule.
AC Valhalla with all the nav shit in the hud turned off. Ignoring the story entirely, just mounting up and picking a direction and wandering aimlessly and finding cool shit almost feels hyborean.

A key component of this feel is the difficulty or impossibility of going back which means open world games are right out
not exactly what you are asking for but ys viii has a nice island to explore with a lot of different terrain and landmarks
the parts about building up a base camp with shipwreck survivors are atmospheric too
