If I had to pick then TP because midna is the best and most fleshed out character in the whole series and almost single handedly carries the game
Wind Waker has an abundance of SOUL but generally weak gameplay/dungeons. Twilight Princess has notably better gameplay/dungeons but absolutely zero SOUL.
I would take Wind Waker because if I want good gameplay I wouldn't play either of these. At least Wind Waker offers something worthwhile with it's visuals and music.

Major ASS is the one with half ass implementations. Each mask in the game is like a subset of iron boots from Ocarina of Time. Toward the end of the game you have to dance between your menu and masks and playing elegy of emptiness over and over to hold down switches. what were they thinking?!

Very great, totally encompasses all of the different things regular Link does with his tools. The mask transformations do similar things, except they also interact with the environment in different ways alongside having magic. And transforming is given to you almost immediately when you find them. Dumbass TPgay.

It was safe, took no risks, had an ugly piss filter like the games during that time did and the worst soundtrack of any Zelda game.

once you get passed the wolf shit and you can transform between humans and wolf freely, it becomes pretty solid. It's definitely marred by the slog before that, though.
