Well it's entirely possible that something was lost when the stories of the galaxy team were being passed down. Cyllene states she will pass down stories of the galaxy team and its accomplishments so maybe one of her descendants mixed up the origin form pokemon with the true almighty sinnoh (or she jsut never saw Arceus, either way)

have they had a single appearence in any game where they didn't immediately get fricked
These frickers have starred in four games - more than any other legendary - and haven't actually done anything in any of them. All they do is immediately lose to whoever summons them. How can you make four games about a time dragon and not even show him controlling time in any of them?
It gets worse, too - they're not only the weakest pair of cover legendaries, they even got new super forms at the height of the power creep era that ended up being even weaker than the base forms. Unimpressive Dragon types with middling Speed are already the most overcrowded market for legendaries, but these two go a step beyond by just not having abilities. And, in their Origin forms, they don't get held items either! It's like they never left PLA.

At least Arceus lives up to the hype. Between his encounter being lv 80 in DPP which was the highest yet, to creating a new universe/creation trio member in real time in HGSS, to all the shenanigans pulled in PLA.
Are you guys just missing the entire context where Cyrus summons them like he's supposed to and he just loses before he does anything with them? Even so in the time he does summon them they start warping Sinnoh and distorting the sky. I think you're confusing Archie/Maxie fricking up their rituals and letting the box legend run out of control with them being all that dangerous.
They're on the verge of rewriting reality if either Giratina or the Lake Trio haven't intervene.

Both Dialga and Palkia, but if he can only use one then maybe Dialga. Rewind time and change everything from the beginning, guiding creation along until he gets his perfect world. If he messes up somewhere then he'd just have to go right back until it finally works.
None of them. Even if Dialga, Palkia or Giratina is able to create a new universe without any help from each other or Arceus, that universe would be completely blank. We learn from the plates that it is Dialga and Palkia’s shared existence that allows for matter to exist (“Two make matter, three makes spirit, shaping the world”), meaning a universe with just Dialga or just Palkia would include nothing but the literal definition of time or space. No matter, no light, no life. I don’t even think Cyrus would be able to enter Dialga’s universe as it would have zero space for his body to inhabit.
He’s better off in the Distortion World, which only works because it is intrinsically tied to our universe, where what happens in one affects the other. He can exist there. At least.
The distortion world is basically his prison.
