Well it's entirely possible that something was lost when the stories of the galaxy team were being passed down. Cyllene states she will pass down stories of the galaxy team and its accomplishments so maybe one of her descendants mixed up the origin form pokemon with the true almighty sinnoh (or she jsut never saw Arceus, either way)

Even so in the time he does summon them they start warping Sinnoh and distorting the sky. I think you're confusing Archie/Maxie fricking up their rituals and letting the box legend run out of control with them being all that dangerous.

No matter, no light, no life. I don’t even think Cyrus would be able to enter Dialga’s universe as it would have zero space for his body to inhabit.
He’s better off in the Distortion World, which only works because it is intrinsically tied to our universe, where what happens in one affects the other. He can exist there. At least.
