5 is the best one but 3 and 4 are also super classics. Vanilla versions for 4 and 5 and FES for 3.

P3 in general is 10/10 story
P4 is 10/10 Japanese Scooby Doo Chad Simulator
P5 is 10/10 "I'm a normalgay who doesn't like JRPGs, but this game is amazing" but also actually a good JRPG
3 if you like experimental games and can handle design flaws if they're made with a specific goal in mind, 4 if you like generic SoL anime, 5 if you want the one with the best gameplay to the point that you'll just fastfoward through cutscenes.
But if you want the best game overall when you take every category into account then Persona Q.
None of them are a 10/10 and P3-P5 are more or less the same game with increasing levels of qol with mostly the same pitfalls and flaws. If you like one you'll probably like all of them so in that sense 5 might be the best to start with because it is the most polished, but just pick whichever looks the most interesting to you.
I loved P4G. I think P5R is better. Haven't played P3 FES or P.
3 is jank, but with the most soul

if it's your first game, go with persona 5 (royal or normal) then play 4 golden.

5 is technically the best, but the writing really doesn't do it for me. 3 is my favorite and has the best characters and story, but is technically the worst with some rough edges I gameplay. 4 is probably a good place to start and see how you like it since it mixes more polished gameplay with decent characters (besides teddie) and a comfy setting.
Agreed between 4 and 5 (haven't played 3 yet). 5 is better in most ways but the writing and characters in 4 are a lot more enjoyable to me. While trying to be serious 5 is comically juvenile at times, 4 is more fun and charming.
