When was Sceptile a shillmon? Other than that I'd say probably Zoroark, though they did throw it a bone with its Hisui form. Cinderace also feels like it's in the dust.
Tough call between the bottom two. Decidueye and Cinderace ended up with a lot of genuine fans despite their share of detractors, and despite it being a very love-or-hate design Incineroar has had too many wins by now to be deemed a failure.
Out of the remaining two, I'd lean on Zoroark since it was VERY pushed back in the day. Sceptile seems to fall behind the most out of the Hoenn starters, but not by too much. It also wasn't even that forced outside of Ash using one.
Explorers sold pretty damn well for a spin-off. While you're right that Grovyle wasn't carried JUST by Mystery Dungeon, it's absolutely worth considering here.
