Old Chateau is the only place that actually felt creepy. The other areas try too hard with looking decrepit or having spooky stuff happen, but the Old Chateau nails that subtle scariness by just being kinda “off.” It’s largely just a normal building, and the ghost encounters are super subtle, making it much spookier than “oooh haunted supermarket.”
this is the best raw spook. the music is great, the ghosts are great. just being a random mansion in the woods that almost no one brings up is great. rotom was a fun find, and you can even encounter wild gengar here! the ultimate spook

Strange House from Black and White 2 easily wins in this category. It has the scariest music and the implications surrounding dead girl are genuinely creepy.

Abandoned Thrifty Megamart's scary atmosphere conflicts too much with the excitement related to trial's challenge.
Scary House from X and Y is more a joke - a spooky place turned into a tourist attraction.

Lavender Town is an obvious one. I like how it tackles the themes of death and sorrow which make Pokemon world more realistic.
N's Room nicely shows that domestic abuse is one of the biggest horrors in life.
Both Ultra Space and Distortion World have the same qualities - they are desolated alternate dimensions where you are trapped for some time.
Last mention goes to Ultra Sun and Ultra Moon's side quest regarding school mysteries. The whole thing is a mix of creepy and funny but the sudden change in music took me by surprise https://www.youtube.com/watch?v=MSEPkr4LY6M (first 10 seconds).
