Its going to be this because in some ways this game is also the Z third version game we never got. With Arceus there was another Sinnoh remake that just came out that used the Sinnoh starters. There was more incentive to switch things up with the starters where as there's no reason here. Kalos starter megas will assume the role of something "new" for the starters like the Hisuian forms.

Or the starters wont get any megas at all. We will have boss battles of new mega evolutions and a small handful of new ones. Since the integration of Home, I am not expecting a whopping 50 some new megas for this game. Its going to be overhyped as it always is.
Two sets of Starters the Z-A starters, Piplup Scorbunny and Snivy and instead of the Kanto starters you're given the Gen 6 starters, bit sets will be able to Mega Evolve.

There are no regional variants of Squirtle and Torchic in Kalos.

The thing that the “TH-THE STARTERS WILL BE DIFFERENT LIKE PLA” morons are forgetting is that XY already has two sets of starters. They have no reason to not just make the Gen 6 starters the starters again but with new Megas and make the Gen 1 starters available later in the wild.
The thing YOU'RE ignoring is L: Z-A will be set comparable to L: A, which set a hard date on when people started catching pokémon in pokéballs. And depending on how they play the pokédex (guessing it'll be central only, minus some shit and adding the Hoenn mega 'mons), there's no guarantee the professor will be handing out Chespin, Fennekin or Froakie (or even the Kanto crew).

Not pertinent to the story Game Freak wanted to tell coupled with the absolute potato of a machine the 3DS was meant the city itself was already pushing the thing.
But this is the point of regional revisits - they get to do something other than "here's a region, go catch its legend and beat its champion". You're too young to remember, but theorists used to discuss why Sinnoh didn't have a 5-letter name like most others did. L: A revealed it DID have a 5-letter name, but the people who settled it abandoned it in favour of naming the region after the Ancients name for their God.
