    Of those 3, power goes ultimecia>kefka>sephiroth.
    Sephiroth genuinely isn't that powerful; even with Jenova, the lifestream, and the black materia he still wasn't especially powerful. Kefka ended the world 5 minutes after he accidently tripped into power and Ultimecia was powerful enough to destroy time itself with just a little boost.

                FFVIII had a few unique GF designs that ended up sticking around. Brothers and Pandemonium have shown up in spin-offs like Dissidia, and most Ifrit designs since then have iterated on the more bestial version introduced in VIII. Quetzalcoatl is pretty popular too, but unfortunately Ramuh has "debuted in FFIII" privileges. That game did a good job with its summon designs.

    Of the mainline? It's easier to do protags because of 1 getting a bunch of sequels (It's XI's Protag, then Lightning during LR, then Noctis during end fight, then XIV's Protag).
    Of the villains? Probably anyone that is uniquely created and tied with The Void. So ones like Cloud of Darkness (III & XI) & Necron. Boring answer, but yeah. FF Powerscaling is like that.

      Ultima is a spirit lifeform that engineered 'humans' to be compatible with their corpses/crystallization.
      The strongest they can be considered with a physical form is equivalent to the fully powered Ifrit (strongest ingame would be the broken vessel before the final boss fights which all take place in Clives head), basically Sin-tier (comparing giga graviton to potentially using zettaflare) or lower without the corruption aura

            I really didn't like Hope at all in XIII, but their relationship paid off for me in Lightning Returns. When Hope says goodbye before the final day, and when she pulls out the knife to save him from Bhunivelze, those were really good moments.

      It makes sense from a conceptual point of view, but Caius really doesn't have any impressive on-screen feats of power. He's a good swordsman with some dark magic and teleportation who can transform into a dragon. Pretty pedestrian by JRPG standards. I know he's SUPPOSED to be this super powerful, immortal being, but all that happens off screen. The whole XIII trilogy suffers from "tell don't show" syndrome.

    Cloud of Darkness (FFXI) maybe? Main character literally killed one of the main gods (and an alternate universe version that killed everyone and became stronger by eating the alternate universe MC) and couldn't kill the CoD. After he beat a fragment of it, he had to become two gods and they had to beat the shit out of each other so the force of them beating the shit out of each other could stave off the CoD, and it wasn't even permanent. It'll probably come back.

      It's really hard to judge how strong Sephiroth is. He's way stronger than any normal dude with combat training and some Materia, but he gets done in by a couple of lucky shots from some nobody. The bits of Jenova that he puppets around don't give the party any trouble, and when he does wake up and reach his full power, it all happens in the Gameplay Dimension so it's tough to gauge what he's really capable of. His only feats are a few mass murders or regular people. We've got a better understanding of how strong Kefka is in context.

The few exceptions like 4, 9, and 15 are the ones that stand out.     I'll always hold to the idea that Chaos is somehow the most powerful because he was the first antagonist in the franchise and I love the idea of "villain from far in the deep past of a franchise's origin that nobody cares about nowdays still remains important because reasons"
    But if not that, then the Cloud of Darkness, because it is the most pure manifestation of the most powerful force in the franchise's setting. A case could be made for Necron being equally as powerful for the same reason, and maybe Neo Exdeath, but Neo Exdeath is more like an improper manifestation of it.

          The XIV setting is its own unique beast that doesn't follow the same rules as the rest of the franchise at all, there's no reason to believe that Aether exists in other settings, and even if it does, remember that Dynamis gets completely nullified by strong concentrations of active aether, which is the entire point of Zodiark existing, and if you're saying aether = magic and if we even assume that you're right then not a single final boss in this franchise is vulnerable to it because they're all overwhelming magical beings except maybe FFT's Ultima

              XIV's Ultima, yes, but XIV's Ultima is some scary as frick creature that breaks the lore completely in the best of ways, had Hydaelyn running so scared she decided to throw a WoL at it just to keep it in prison, and operates on rules that don't follow at all what we know about the workings of the world.
              Tactics/XII Ultima is much more tame by comparison since it has a set place in the cosmology and Ivalice is generally speaking a low-power setting in the first place where even the gods are more interested in political scheming than flexing magical muscle.
              God I love that they brought Ultima back this lore development is genuinely so fricking cool

      She's in a similar situation to Kefka, Kefka drains the power of the Warring Triad and becomes the wellspring from which all magic in the world flows from. Ultimecia is the only living sorceress of her time, meaning that she has all the True Magic in the world under her control because the way magic powers function in VIII, they're only ever inherited, not created nor destroyed.

      She's by definition the most powerful sorceress to ever exist in FFVIII's world due to how magic gets passed down. The game is also incredibly vague about how Time Compression works and what she's capable of doing with it, so there's a bit of wank going on there. The only time we ever see her use time magic in battle is in the Dissidia series, so it's debatably canon whether she even CAN decide to just stop time like Dio Brando.

        Zodiark and Hydaelyn are glorified containers and nothing more. They exist to keep certain universe rules alive.
        Zodiark is a glorified shield generator - Hydaelyn has the power to give people headaches and mindreading. It's not like either of them is super powerful in combat or capable of bending the universe rules yet again.

    Kefka > Ultimecia > Sephiroth

    Kefka becomes a literal god and reshapes the world. Ultimecia controls all the magic - And Sephi while powerful is just a very powerful guy at the end of the day who summons a meteor because he himself is incapable of finishing the job.

    Sephi is easily the most famous and iconic but on a powerlevel scale he is definitely on the lower end as far as FF villains go. All he has is superior strength, speed and intellect. Nothing that is truly god-like. Compared to Ultimecia who technically isn't a god but still has access to abilities like time manipulation, apocalyptic spells and creation magic.

      Accurate, Sephiroth's biggest trump card was in being a psychological threat to Cloud personally and he legitimately is one of the weakest antagonists because the entire story takes place during his attempt AT gaining some degree of supernatural power that upends the balance of the world, which most other villains already have by the time their stories starts.

          Not really, most of the others are just trying to enact a "win more" scenario.
          Ultimecia has already collected all the magic in the world in her own person by the time VIII starts, and is just trying to pull off ultra time magic nonsense even though she's already the most powerful creature in the entire world on her own time.
          Kefka, by the time you fight him, has already succeeded at his plan, he drained the Warring Triad and became the most powerful magical creature in the world.
          The final battle against Sephiroth is legitimately fought at the equivalent point in time where Kefka and Gestahl are at the floating continent, maybe a little bit beyond that since at least Sephiroth has the power to manipulate Jenova cells [which is where the whole Bizarro/Safer Sephiroth comes into play]. Genuinely if the weapons weren't brainless morons fricking off to attack humanity and had actually focused on the Sephiroth/Jenova infection from the beginning they'd have won easily.

    Exdeath is probably the strongest FF Villain overall.
    He has all the bullshit that Kefka has plus doesn't only reshape the world to his image - he can fuse multiple different worlds together all while being the literal manifestation of evil and being nearly unkillable.

    That or Cloud of Darkness who is just an inevitable and inescapable force of nature that technically cannot be defeated at all - only sealed/kept at bay.

      Exdeath doesn't meld the worlds under his own power. The worlds are naturally one world and they were only being held apart by the crystals, so the destruction of the crystals mashes them back together. Exdeath is really just an extremely powerful demon who unlocks overpowered magic that lets him cast black holes everywhere.

    Chaos: Gained near Inmortality through time travel/loop shenanigans.

    Emperor: Conquered the world. After you kick his ass he conqueres the afterlife as well.

    Cloud of Darkness: Force of Nature - kills entire worlds simply by existing,

    Zemus: Can mind control people - also a strong magic user - That's basically it.

    Exdeath: Not only capable of destroying one world but multiple ones. Wizard so powerful they could only seal him - not defeat him.

    Kefka: Becomes god and instantly fricks the entire world with one finger. Can transform into a higher being and manipulate reality within that world.

    Sephiroth: Can cast a doomsday meteor - but only if he has the right materia for it - ignoring that he is just a very powerful soldier.

    Ultimecia: Can manipulate time itself - Capable of erasing all of existence.

    Kuja: Destroyer of worlds - Did it once - wanted and could have done it again.

    Yu Yevon: Glorified scam artist - could have done something but too slow to act - can frick up a few countries i guess.

    Vayne: He is smart! And evil!

    Galenth: He is super tanky and can cast powerful spells!

    XIV Villains: Okay, ignoring all the crossover stuff we got a bunch of garleans and their Ultima machine, a pissed off dragon, a sword autists looking for a good fight, a powerful sorcerer who saw his own world getting destroyed so now he is failing to bring it back - can only do so very slowly and fricks up multiple steps as well.
