The minimum amount of time and effort involved in making a video game vs making a movie are just too massive. A movie at the quality that Breen makes could reasonably be made in a week. Since breen is incompetent he probably takes several months but realistically the man-hours aren't that much between the writing, filming and the low-quality editing. He doesn't even use sets or props, just films at community college campuses and his house.
By contrast, even a crappy video game like YIIK would take over a year. Coding, debugging, making art, designing levels, etc all take much more time than just filming a scene and going with the first take.
Another thing is that the minimum amount of competence is also much different between film and games. Literally, all you need to be able to do to make a movie is be able to hit the record button on your camera. No matter how shitty you are, you will still end up with a video file that just works in the end, even if it's full of incomprehensible nonsense. With video games, if someone is truly incompetent, the .exe file will not run, crash, and be full of other bugs.
The end result of all this is that a talentless fool film maker will always be able to finish making a film if they stick to it, but a talentless fool game maker will likely never have a product that even functions at all.
In conclusion, I don't think someone ACTUALLY as bad as Niel Breen exists in vidya, because they would literally never produce a functioning game. YIIK is as close as we'll get.
