My guess is a mix of Hashino taking the P-Studio team off of Persona so he could finally make Metaphor, Atlus needing to put together another team, said team making P5R and P3R first to show they know what the frick they're doing and covid delays.
If I had to guess, P6 has been the concept stage for a good time now but it didn't have all hands on deck development until the new P-Studio finished up Persona 3 Reload. I'm not expecting to hear a lick about the game until 2025 and if we're lucky it'll come out in 2026.

None of the mechanics are new, stale boring same calendar and social links from persona.
The setting is whatever but in typical Japanese fiction fashion will likely have zero worldbuilding to it other than generic origin story about a dragon/angel or something.
The only thing it has going for it at the moment from what has been shown is the enemy designs, they are sick
