GameFreak has got too comfortable with making actual shitposts as Pokemon. First they made garbage designs due to leaking talent, braindeads started defending them so, seeing this new demographic of people willing to accept these designs, they pandered to them.
Now they're making ugly and "goofy" Pokemon on purpose.
What I mean is to make raikou more like a smilodon for example. Smilodons don’t have the body of a tiger, like simply make raikou more fierce and prehistoric, give raikou a stockier body and shorten the tail.
All game freak needed to do to make a new form of raikou is to double down on the insperation and them being the hacks they are can’t even do that right.

That doesn't make for an interesting new monster design. Raikou is recognizable as a smilodon already, giving it a bulkier body and shortening its already short tail wouldn't make it look more ancient.

Smilodon isn’t fat. Had you seen the image dumbfrick? Its limbs are far more longer and muscular. And plus a more smilodon raikou would not just stop from there. Since its a prehistoric form. You can exadarate alot of the og design by making the fur less clean, make it look spikier and with the shorten tail look more like sparkling eletricity and when it attacks it can pull a typhlosion where it’s back sparks with electricity to not only exadurate the eletric type in a prehistoric way but also exadurate the size of it in a cool way and would be something any 10 year old would want on their team. The problem isn’t change. The problem is change that is completey shits all over the original when an obvious and easy concept already exists. And to be honest i rather have more Pokémon look more beastily and embrace the monster part of pocket monster than to have a bunch of shitty furry designs like most nu starter pokemon and any eevee copycat or to have stupid designs to excite the 30 year old reddit man babies.
None of the traits you mentioned define the smilodon in collective imagination, only ultra autists associate the smilodon with a stout feline body. All the traits that make an animal unquestionably a smilodon are already present in the original Raikou design. >make it spiky, grungy and with a ton of light effects
This is indeed what edgy fatherless 10 year olds consider a good design, but Pokemon is also for younger, older, female and non-deviantart posting audiences.
Cute, weird and curious designs are the backbone of this franchise.
We already have a serious and powerful looking Raikou, it's not going anywhere. It's only natural that the alternate form would follow a different route, much like the silly and weird Farfetch'd changed trajectory with its alternate form and became more fighter-like.
