Because reading lines from a script in front of you for a videogame is a million times different than actually being put in front of a camera and having to show emotions both physically and emotionally.
An actor having to do a running sequence, showing tears, screaming, etc. takes way more skill than sitting on a recording room saying "Howdy partner, i reckon all 'dem bucks be broken but have ye tried bareback with another cowboy? Yee haw".
Also, voice actors are too ugly to act.

He specifically called out full performance capture, not just sitting in a booth reading a script.
He's basically calling out how Rockstar (and maybe other devs) typically have the voice actors also perform the physical animations as well.

From the OP image that doesn't seem to be the problem. It seems he takes umbrage from being called a "voice actor" when he not only talks, but also provides the motion of the character.

I'd bet my life it's not the "actors" being paid to voice the characters the same people that have to do all the stunts, jump, sex scenes, kissing, hugging, punching, dodging, running, walking, driving, holding a gun, holding a bazooka, holding a knife, etc.
They have other people for that. So there's no such thing as full performance capture. Having green dots over your eyebrows so the in game model frowns when the voice actor reads the N word off a script is not acting.

When the 'actor' is obscured then they are given a special designation... 'puppeteer', 'voice actor' 'motion capture artist'

Roger Clark is the voice of Arthur Morgan. He's saying that because he(and I assume the GTAV cast) did motion capture work in addition to voice, he's not "just" a voice actor.

I'M ACTING
Voice acting WELL is harder than it seems, because what you hear in your head isn't often what you actually sound like. Having a good voice director and understanding how to take their direction is probably more important than having "the voice" for it.
Just being a voice actor in and of itself means frick all, save for a few people who have such iconic voices that them merely talking is worth money to some people.

Call them a "Game Actor", and the hollywood's "Movie Actor".
The main purpose of these statements is to make themselves look like they are Hollywood actors too.
But we will not give them that and will continue to differentiate them from hollywood movie actors.
