Team Aqua is based off fishermen and farmers who were losing their livelihood more as japan kept reclaiming land, also oceanic diversity being lost with this process. Looking at it from that angle it stops being the not enough water thing. If they ever set a legends game in Hoenn, they'd need to show properly how much of land was reclaimed between 100s of years to make Aqua's motives make sense.
Team Aqua, You can get by with elevated land and it seems like Groudon only slightly increases the heat of the planet, Kyorge however is trying to drown the entire planet and if Waterworld is anything to go by, humans would be in a bad spot in a world that was pure ocean
