They established a world with completely divergent technological development and a resource war that would have limited the availability of the plastics and polymers necessary for such guns to exist. The guns were chosen just because they looked cool, not because they fit the world they were building.
Bethesda did a bad job with the guns in Fallout 4 but the idea ballistic firearms developed beyond early-Vietnam era was an original sin committed by Interplay onto the franchise.
