Post-game was locked behind Broken Steel, which you had to buy separately.
This is likely the reason NV had no post-game, because they didn't plan for it and didn't want more backlash from putting it behind a separate purchase again

Prior to Broken Steel, you had to had to turn on the purifier personally, regardless of what companion you had. People were mad about it to the point Broken Steel was made to address it.
I just played through honest hearts for the first time yesterday. Some of the exploration got a bit tedious and the ending sequence felt a bit unfinished but all in all I had a good time.
My least favorite DLC Dead Money became my favorite, especially since I became a big survival horror fan or any game that is oppressive to the player, I only play it every 5 years or so, so I don't remember much
Point Lookout > The Pitt > Broken Steel > massive power gap > Operation Anchorage > yet another, even larger power gap > Mothership Zeta
Old World Blues >= Lonesome Road > Honest Hearts > self-inflicted CBT > Dead Money

OWB is fun as a novelty. I couldn't handle an entire fricking game written like that, especially something with a serious plot, but locked up within its own isolated space, it's fine.
The intro is shit, but after that the comedy is timed out a little better.
Also in my defense, I only do the DLC at the very end when I'm basically already lv35+, at which point I've already collected all the crit perks and damage has become an afterthought
