Orgrimmar was started between and wc3 and wc3:tft and in the rexxar campaign you can see thrall being nearly done with it.
Teldrassil grow in like a few days so the nightelfs had around 6 years of time for building darnassus and the orcs build their city in a few months or 2 years and finished it with the new look in wow cata which is another 5 years.
sacked plotline about staghelm which would have highlighted the NE govt structure with the druids at the helm. Instead we get no evidence of the elves ever living in ashenvale
thats because all of these cities from the alliance have been there for a long time (except darnassus) and only stormwind got sacked recently in warcraft1 and then rebuild/repaired by the stonemason union at the end of warcraft 2.
Darnassus is the most recent city for the aliance and got build after the end of the classic warcraft 3 campaign, which is why its a few buildings and trees.
Ironforge on the other hand has been there for hundreds of years atleast
on the other hand every horde city was build very recently, even thunderbluff wasnt there in warcraft3 and build by the taurens once the orcs dealt with the centaurs in that region.
Undercity is build on top of lorderon but these underground chambers/catacombs who served as prison before recently got refit as "living quarters".
Orgrimmar got build right after the end of Warcraft 3 with the Orc Rexxar campaign showing it literally just being done.

Like the entire harbor literally didn't even exist pre-WotLK, they used Menethil in-lore for their Navy, it's something they just built on a whim, age has absolutely nothing to do with it. It's just basic favoritism really.

They started with Alliance and their quests first so with Horde they almost ran out of time and just shat out those zones and their quests. That's why the alliance quests are much better
