I genuinely don't understand how you went from programmer's voices then AAA-tier talent like David Warner, Tony Jay, etc and then straight into garbage bin territory that's significantly worse than programmer's voice acting.

It's a combination of the voice director not giving a shit about the takes and Nintendo being super strict with giving proper context because the game had a simultanious release.
Xenoblade, when it was dubbed, had already been out for a while. So they didn't care if shit got "spoiled" to the actors, so they got full context for every scene, they could watch the cutscenes. XC2, nope, couldn't watch shit, no context, just words on the page. Director had to tell them very small snippets for some context. Didn't even get dialog from the other characters. This is on top of the problem of the voice director just flat out disappearing every so often to voice characters himself, so if the VA wanted context, they were told no, too bad, director was busy.

I assume anglo countries just don't have an established voice acting industry. Most of the entertainment is already in their native language for them so there's simply no need for it.

That and the fact that they literally copy-pasted in a few areas (for example, Rex's screams in a few of the cutscenes are the exact same, and it's that one fricking annoying one that everyone uses as a prime example of how bad the english dub is).
