Nah, bullshit. Sony randomly disabled that option at a whim. I've had it on my playstation but nothing stopped my 3 year old from buying full games on the store. And then Sony acted like it was some how my fault they removed my password. Their official statement was they disabled it because they thought someone was phishing my account, as if that makes any fricking sense.

GT autists for years would bash on Forza and "muh progression". Funny how silent they became after GT7s launch.

Contact live Playstation support and tell them someone stole your PS4 + credit card and to refund all purchases. If they don't comply, immediately smash your window and start breaking shit around your house then call the police and tell them you were burgled overnight. This is for insurance which hopefully you already have.
Insurance might help you but there is zero chance that any online retailer will ever refund you unless it's explicitly clear that what you bought is defective and even then you have to go to hell and back for it.
