Because Humanity in Diablo is an Aberration. The angels have no real commitment to humanity besides fighting demons. The fact that sanctuary even exists is just this weird thing that wasn't really supposed to happen.

That's where it gets weird with D3. Because Tyrael more or less become "human" or at least "mortal".
The angels are basically autistic in their duties. His obsession with "justice" is the only reason he cast aside order.
Likewise, Malthael, the former angel of wisdom, was also preoccupied with unknowable things. And then later became an aspect of death.
Tyrael elaborates in that while he is now mortal he's still not technically human since theres no nephalim blood in him. He's basically just a mortal angel pretty much.
