Tales had a really similar situation. There was a big name in the translation community, and they basically took on every project, but barely released anything. Tales of Destiny was a very popular title that people were asking for, but I think it was in the works for over a decade and there was still nothing more than a menu patch.
Then another group comes out of left field and releases a full translation (though it had some grammatical errors that were slowly edited through successive releases).

PSP version has overall less songs than the PS1 version, so the patch only re-adds some of the original music, not all of it because it wouldn't fit

You got that sort of translation in 2002 because most of the people 1) who were online, and 2) who were interested in video games 3) were super-autists who congregated on niche forums.
Those niche forums created a platform for people to coordinate and, frankly, do the translations for social cred. It's the same reason people now leak classified military info on War Thunder.
These days, the web is too sprawling to foster those sort of niche communities. You'll get some on discord, but the downside is that there's SO MANY options for turbo-artists today. Back in 2002, the lack of options helped funnel the autists into fan translations.

Nah this has always been a thing. I remember when Fate/Hollow Ataraxia was already done being translated but the buttholes who worked on it were too lazy to upload it and only ended up doing it because they were scared an anon posting an mtl was going to make them look bad.
Was it the same guy who released a Persona 2 only after someone else did it? They finished the entire Fate/Extra CCC script back in May last year, but they haven't released it yet.
The sad reality is that no one cares about SMT, and even fewer people care about SMT1.
That's all it comes down to - if people care about a game, they will translate it. Hell, if people really care about a game they'll spend 12 years decompiling the code. Autism is a hell of a drug... but no one is autistic about SMT1.

SMT1 was officially translated for the iOS port (which was the GBA port with PSX sound). The translation has been ported to the GBA version of SMT1. You’d know this if you weren’t Ganker poster scum.

It kind of baffles me the Baroque translators focused on the shitty ps1 version because it had worse art than the saturn and none of the gameplay improvements of the remasters. It also had gameplay adjustments which made the game unplayable such as quadrupling the length of runs by increasing the number of floors (hello, starving to death) and making traps kill you instantly because they do damage every frame.

There are some PS1 games with perfect fan translations and then there's some where 90% of the game is untranslated and they just give you a txt file that's basically a mini gamefaqs guide with the dialog. Sakura Wars got translated so it's not impossible.

What are some classic Japanese games without an English tranlation? The one that comes to mind for me is the Madou Monogatari games. (The games Puyo Puyo is a spin-off off.) Some of them have fan translations, but definitely not all of them.
