Depends on what type of video. If there are shit-ton of elements that changes up across the video in rapid succession which aligns with the commentary, then maybe. If it's shit like adding a overlay, displaying text or zooming in onto a part of the video then it depends on how familiar you are wit the software. The israelitetuber the homosexual OP linked falls into the former so unless you can fend off for yourself until the next payday, this is the wagie hole to make a few bucks on the side.
Taking clips for context-related moments could take up the most time depending if it's to show off certain plays or builds. Would argue twenty minutes at most

Maybe. As I said, depends on the context the editing requires. Go see the type of video the guy linked. If you're lucky he might reuses a fair amount of clips which where the editing like text comes into play
It's not 15/min in the way you're thinking. It's not per minute of your time, but per minute of the video time. You can spend an hour editing a 1 minute block. Depending on how heavy the editing is you can spend hardly any time making a 1 hour video if it's just trimming the boring stuff out of a stream. Or you can spend a week making a 5 minute video.
