Because having unique faces is about as important as a gun shaped like an elephant. Is the game about shooting a gun? Does the gun look like it shoots and is it cool? Ok job done. Does this RPG about leveling up characters have characters that look appealing and likeable? Ok job done, now you have time to think about solving an actual problem.
The effort goes into the rest of the design. The alternative is found in western games, obsessive focus on the face but everyone has the same hair cut, same clothes, same shillouette. I want characters with personality in their writing, animations, posture and tools they use, the face is what boring npcs obsess over.

I don't play these games to get attached to characters any more than I play an FPS to get attached to a "cliche" shotgun. They are tools that exist to be likeable so that I can use them to engage with interesting game mechanics. What you're looking for is a movie game or dating sim which is what npcs want.

Japs have proven that you can make characters wear entirely different outfits with the most contrasting hair colors and still make them look exactly alike and unrecognizable from each other because of the same-face.

Why would they look drastically different? For one the reference you're using is about girls becoming idols, naturally they'll be attractive and not obese or ugly. Even then there's subtle variations in the overall size of the heads but obviously not drastically so. The eye shapes are different(used to convey certain aspects of the personality).
Mouth and nose are low detail in anime style and even then Nozomi does have more pronounced lips.
But the most important part of all is that you seem to be confused over why characters look the same when drawn by the same artist. That's just called by mentally moronic.

There is a reason why 99% of Japanese characters look exactly the same, have more or less the same storylines and character archetypes.
It's hard to make faces that are appealing, so they stick to what works. They focus on making big clothing and hair, that's how they do it. I like a fierce face as much as a beautiful one, but it is off-putting and scary to many.
The faces are fine. The characters are differentiated by the rest of their design, anyways. Even if the faces were the exact same, everything else is different enough.
