Why do the Tau have small psychic signatures? Why are they incapable of high level warp travel despite being way more technologically advanced than the Imperium? Why is the history of the ethereals shrouded despite being an advanced collective with a well documented history?
They're brainwashed and have no free will. Not much different from the imperium but the difference is that the Tau are much more boring. Take away their technology and aesthetics and there is no reason to buy a Tau army over an Imperial one.

The reason Humans have such a presense in the Warp is because there are literal trillions of them, meanwhile I think the Tau top out at like a billion tops.
Tau have little warp signature because their souls aren't that bright and they have no Psykers that would act as a gateway for daemons into realspace. High Level Warp travel generally requires powerful Psykers, specialized mutant psykers or very advanced AI. T'au are incapable of producing two of these and haven't quite locked down the other. Most T'au AI are replicants of great T'au individuals, not rampant self improving algorithms.
