sea of thieves comes close, but its microshis and has 0 real progression, gets boring real fricking quick unless you run into someone else

AC4 was about pirates and it was probably the best assassin's creed game, but it wasn't really a pirate game.
I've always liked how starsector lets you be a pirate but it's a bit barebones in how you can rob people.

PvP is the only fun thing to do in the game. I don't get why people will run for an hour just to avoid it.

i don't mind the pvp but i do have fun doing the quests and just exploring the islands and sailing about

this game is a great relaxing sandbox when someone isn't hunting you
me and the bros gets on just to destress from other games or just solo sail and deliver cargo
I just started playing a couple of days ago by myself and I've already taken down a 4 player crew. Albeit with suicide tactics but I had nothing on my ship and they lost all of their supplies. Most fun I've had in a game in awhile, and the sea is comfy to boot

There are very few good pirate movies as well. You have PotC, the Goonies, everything Peter Pan related and thats about it.

You make a single-player game with deep lore and story/world interactions for autists, or you make a multi-player game with fun ship-focused pvp like world's adrift or sea of thieves.
For single player inspiration, look at sid meier's pirates, sunless seas/skies, port royale 4, and kenshi.

Not OP but this is what I want... an age of sail voyage simulator. I wanna be able to walk around the ship above and below decks any time of day in any weather watching lifelike ship stuff happening with the ocean spray and creaking timbers.

Are you looking for something like this? You might as well just pick up sailing in real life. You won't regret it, it's really fun and the best thing I ever spent money on.

Yeah honestly, a realistic age of sail simulator focused on shipping commodities profitably and avoiding mutiny by your crew would be pretty hard to pull off. The only way I can see that genre being started is if a dedicated indie developer/sailor does it as a hobby/life project. Otherwise, much like realistic survival before "The Long Dark" was created, it's basically a genre that doesn't exist.
you can potentially make it ridiculously huge like when morons say they want a "space game", meaning a game with spaceships where you can do literally anything and you end up with a project like star citizen. but you could also make it a lot more focused, like you start off as a junior officer so the game is quite narrow, and when you get command of a ship it could be nonlinear rather than open world. that way you can have an actual game rather than a gigantic blank slate with nothing interesting to do that takes 30 years to make

Pirate games also need ships that aren't pirate ships. Pirates in a world with only pirates doesn't make sense.

There is always a producer or some other suit to frick it up and insist on putting in other things. Pirates! is supposed to be okay but doesn't put you in the scene, and is showing its age.
Black flag mostly got the right balance of gameplay down without choking itself in simulation. Real naval battles were generally slow and methodical, let alone weeks and months of travel time with careful navigation and supply management.
I know Ubi is coming out with their MMO thing, but it's Ubi so we know it'll be fricked one way or another.
Those Russian devs who made Sea Dogs did a branded PotC game that was surprisingly good (except for the land segments and the back half of the story). That was before Black Flag though which overshadows it in every way. For a while though it captured the sailing aspect very nicely.

I've been having fun solo and I just started playing a few days ago. I've run into maybe 4 other crews in 15 hours of playtime and some have been friendly, some haven't. And it's not like there isn't anyone playing, it's just easy to avoid people solo since the sloop (small ship) is small and fast

Pirates existed because inefficient long-distance hauling, maritime colonial power projection, and arbitrary power structures in the Royal Navy all existed.
Basically what I'm saying is that you can't just have a pirate game, you need a reason to be a pirate in said pirate game, which means you need to make a 1600s-1750s simulator, and that's just too large scale for a lot of devs.
Now the good news is that it's by no means technologically or financially impossible, even now, in fact I would bet some amount of money something like this will exist before the 2030s.

Monkey Island 1, 2, 3, 4 and 5 exists. Yes 4 and 5 are rough in a lot of places but they're alright mostly.
Also I played the frick out of the Sid Meier's Pirates! remake on Xbox and PC. I made sure to always marry the governor's daughter with the largest breasts. (I believe that was randomized.)
