Low END: people treat you like you're fragile. Some mock you, some are already planning your funeral, some swear to god that you're blessed to have lived this long.
Low PER: you're fricking blind and deaf; most sounds and many lines are absent. Characters have to shout for you to hear them and manipulative ones just talk normally to pull the "you didn't say" "oh but I did".

Because fallout was originally supposed to be wasteland, a tabletop game, where charisma has more viability because of a human running the game who can make judgement calls.
In 2 they give charisma a bit more importance by tying your squad size to your charisma as well as having more checks against it (like being a porn star).
What I meant is, Fallout 1 treats a 2 INT character as a drooling moron, and running this character changes practically all dialogue options and makes the game a real challenge. So by equivalence you would think that a 2 CHA character would be personally repulsive, and that would similarly change the dialogue options and make getting information from people way harder. But it doesn't.
That's why low-INT runs are basically an easter egg/extra challenge, because generally the game does not react so specifically and strongly to your SPECIAL choices like that. It's something the devs threw in because they thought it would be funny.
You wouldn't understand... Implying someone is low IQ is not inclusive as this is judgemental intelligence bias.
Besides new writes don't have time to write multiple lines. One version for everyone will do + ingame store for new skins.
