It's not him shitting on Nu-Paper Mario that's weird, it's that he passes himself off as a general Nintendo fan when he mainly only likes Paper Mario and Pikmin.
You can be a fan of something and still criticize it of course, but Arlo seems to outright hate most of what Nintendo makes and seethes whenever some other series gets new games because in his mind it means less Paper Mario and Pikmin.
It's even weirder that people take his "Nintendo-tuber" persona at face value when he clearly just wants to talk about some highly specific topics and thinks being a more general gaming channel makes his opinions more valid, never mind the whole puppet gimmick.

The actual answer is that Nintendo took a cut of every YouTube channel that made videos about Nintendo until YouTube told them to frick off/Reggie left NoA so you're seeing more critical content

Kit and Krista actually talked about it after they left Nintendo, specifically mentioned the Diapergay for breaking NDAs and making more people aware of what the program did to limit people so yes. You didn't get games if you did anything Nintendo disliked, and that included being a variety channel or playing competitor's games. Plus even otherwise you couldn't upload Nintendo content. All of this is a major reason the Wii U failed in the US btw
