Why was everyone acting like the missiles were nuclear? You can't scuttle any nuclear-tipped delivery system as that puts them at risk of electronic intercept from enemy agents and would elevate risk of nuclear conflict under MAD. There's crazy fricking panic when the missile on the rig is "targeted for New Orleans". The whole Shock and Awe in Iraq and even the current Ukraine conflict proves that impacts from single cruise missiles don't do a huge amount of damage to modern (and even 50s-60s commieblock) architecture. You might lose 30-100 people from one missile hitting a tower or a street. And when the missile flies to DC - that city has crazy amounts of ABMs looking after it.
