Because if you aren't targeting english speakers or chinese, your game's already low sales will be abysmal and not worth the effort.

You're right, it is pretty messy
English is the lingua franca of the world right now. It isn't just about native speakers, you loose out on a lot of global market as well if you don't focus on it. So naturally this ends up manifestating with even non English devs knowing how to speak English and putting more effort into the English version.
there are and were, but they were all translated for the most part because even the developers knew if they wanted more people to play their work they should probably make sure those people can understand the game. both Germany, Russia and Eastern Europe in general have some niche titles that i dont remember the names of because i dont speak German, Russian or Polish

Russian, obviously. Some very nice strategy games are very niche elsewhere yet reach cult status and get unofficial sequels in Russia. It's like Japan and Wizardry.
