nintendo just ruled that dolphin is a illegal emulator because it uses their proprietary information in their source code. that's why it got auto rejected on steam.

All custom Pokemon games really need to use Radical Red as their baseline. Vanilla Pokemon is fundamentally flawed in many ways and I can't imagine a Pokemon MMO working with vanilla rules and mons.
Baton Pass is an absurdly broken move. You can use an extremely tanky mon to buff up and then pass those buffs to a "real" mon and then you win the match automatically (unless your opponent did the same thing - which they probably did if it's allowed). It completely ruins the game and is banned in Pokemon Showdown in every category except "anything goes". It's so OP, it belongs right up there with Mega Rayquaza.
does it try to do something with the NMO aspect or is it just standard pkmn game+other people (like temtem)

pokemmo devs gave evs/ivs to trainer battles and iirc also gave gym leaders and e4 more competitive teams

emulators aren't illegal, you can still download dolphin, vba, retroarch cores, etc and those have been out forever.
