they've been phoning it in hard ever since rome 2. I doubt the people who work there now can even comprehend how shogun 2 was made.

I have heard that the diplomacy in 3k is the best in the series, but having certain unit types only be recruitable through certain generals? Hell no. Not being abe to move units around independently is bad enough as is.
3k retinue would be not a bad system if done right but its not good as it is

I don't mind generals having retinue(but smaller like 2-3 units) but also leading more(like 6-8) provincial units that are mobilized and trained in provinces(and also serve there as garrisons and reserves)
Really what we should have instead of "units are dependent on generals" is army groups. You have a scouting army group, a cavalry army group, an infantry army group, a light and heavy siege army group, and so on. You can move these army groups around as you please, and they are each commanded by a captain with stats. There are main generals and they have the best stats, but each army group is semi-independent and you can start a battle as a skirmish with just two scout groups going at it only to be later joined by the rest of the army.
It's not worse than being able to recruit units in certain provinces and there is no difficulty in recruiting the class of general you need. It's just confusing regarding unique units because unless you know the game by heart you have no clue in knowing who is able to recruit what special units and that's something I'd want gone.
The color system actually is a neat way to handle recruitment rather than it being exactly the same as it’s been since Rome 2. The different types of general get a pretty good spread of units and then specialize in a particular type of unit. The real bullshit is unit special abilities being tied to generals, you literally need a Blue general in every army just to get flaming arrows or siege equipment
Purple generals can also use flaming arrows.

Write competent AI that can handle the hiring of units, along with getting replacement after combat in frick-huge army... or force human player to decrease their army size and make it that player has worse power projection, thus giving AI a sporting chance?
