i think this about every single good game
it's because the people who control when the game is released are soulless businessmen. the workers have no say in it. it's a bad economic system, folks.
do the elites and such just not care about good games? What do they do in their ivory towers if not play good games
The sea does more for the atmosphere of the game than anything. The balance of sea to land is perfect, the problem is the islands that are there are mostly dull.
The issue for me was how regular and predictable the exploration was. You had a good idea of what you were going to get depending on what you'd done to get there. It was about one island per map square. Contrast that to something like aLttP where there are all sorts of cool items and extras you can get by exploring. It's a waste because the aesthetics and environments were so good.
Also the game really did lack a dungeon or two and was far too easy (both combat and puzzles). I wish they'd add a hard mode to new Zeldas for experienced players.

The sea is one of the best overworlds in any game. The feeling of exploration is unmatched
This. It really shows how well they did it when you play a game like Black Flag. No wide open spaces for sailing, every island is a mile apart.
I don't know what people expect, it's the same with BotW, the worlds are great, fun to explore, and there is literally something to see in every area of the game, yet people complain that they're "empty" or whatever. What do people want there to be? New items/skills or towns/dungeons on every single island? Come on.
It's a cheap form of "criticism".

I would rather Wind Waker had fewer, larger islands than the loads of nothing that are the reefs, fairy islands, and the complete fricking jokes that are the archipelago/isles.
To take this question literally, they panicked when the Gamecube was released with a really small library. Sunshine didn't get great reviews and it was clear that the console needed a 'killer app' like Mario 64 or Goldeneye pretty quickly.
They knew they had an egg in their hands with WW after everyone hated the leak, plus they were in bad need of a killer app for the christmas season since the Gamecube was such a fricking nogaems machine at launch.
Shoving WW out the door unfinished solved both problems in one go. No one would have been happy to hear that nintendo wasn't going to have a big christmas release so they could keep working on the zelda nobody wanted.
