If the games started out more like World 3 or the story games then I could see things being a bit better but I don't see a timeline where Digimon is as big as Pokemon for the same amount of time.

If you grew up watching the first generation and the Fox Kids movie, the characters are all grown up and have to deal with the trials of adult life.
Also Tai & Matt lose Agumon
& Gabumon.
It was the social aspect. Kids brought their gameboys to school to trade and battle each other, which made other kids eager to join in, by making their parents buy it for them. Anything kids play together socially becomes a huge fad where they want all the merchandise that exists for it, and they show it off to their friends, which serves to advertise the game and its tie-ins even more.
As for Digimon, it has its card game for social play, but so does Pokemon, and Pokemon is easier for kids to understand. And Digimon was never merchandised to the same degree as Pokemon.
The v-pets could fight eachother and would've been easier to bring to school than GameBoys but they never sold 'em in America, or at least nowhere near me.

Good news is, it's been seeing more of a resurgence. Anime's been doing well, the v-pets and fitbit thing are popular, games are popular, and the TCG is holding its own
