Which faulty argument? It's a game for kids. The only times Silver ""breaks the rules"" they tell you explicitely he does so (he steals the starter and another pokemon in Cyanwood)
They also tell you he tried to give back his starter
If he didn't have the badges for the league, the would have told you as well
