Their policy for Goat Simulator was that they'd ONLY fix actual crashing bugs and that's it, if a bug is funny or stupid, they'd intentionally ignore it, both to save money and just to further emphasize how legitimately dumb the game is and supposed to be.
Once they started making the DLCs, that's when the game started costing more and they had to start putting in more actual effort and dev time, which was really just kinda dumb.
GS3 actually feels like they put real effort into the game based on how much shit is in it, but there's kind of this point where it looks "intentionally stupid", which just makes them feel desperate, as if a second company had looked at GS1's relative success and wanted to emulate that.
Reminds me of when an AAA dev decides to make a high-budget clone of some FOTM game, except this time it's a company doing it to their own product.

There was a poorly made ''simulation'' of pretty much anything and Goat Simulator came out at the perfect time where you could actually see that someone would make a serious game called Goat Simulator. People actually thought this was a serious game until they booted it up and found the lick button. And then it parodied all the tropes of these simulator games so it was topical and funny.
Making a sequel for the game makes no sense and skipping 2 is just stupid as people will go ''oh, they're milking that stupid goat game? I didn't even know there was a 2''
It's a really bad look for a franchise to have entries in the series that people just missed.
They should have instead capitalized on a different newer fad. Last year they could have done one of those hard climbing games and parody those, but you play as a goat for the brand recognition. This year they could have done a flavor of the month simulator where they mock those games. Stay topical while embracing your goat simulator success.
