Wrong. 1) Saturn port runs at 352x224. 2) the characters aren't rescaled so it's obvious that Capcom didn't care if the graphics appear wider on Saturn. 3) the redrawn graphics are not made more narrow. They're fairly of the same width and appear wider at Saturn resolution just like everything else.
Better question: why did they redraw Round x and Fight graphics for the Saturn port?
speaking off, if PS1 could handle 384x224 (240p actually) and even wider, why the late capcom ports like Jojo and Alpha3 have the weird ''smart cropping'' where the image is slightly cropped from the right corner of the screen instead of using the full CPS2/3 frame at 4:3?

Arcade version text looks nicer and more refined. My theory is that they started initial work on the port slightly before the arcade release and used prototype graphics by accident.
Birdie is such a dogshit character design. An attempt to pull off SNK stylishness, however they couldn't resist making an ugly eyesore to look at instead of an attractive person, but that's Capcom's trademark.

According to Okamoto the home port teams did not cross over much with the arcade teams, so that is quite possible.
If you look closely at the saturn screenshots you can see the super meters are closer together to make up for the slightly cropped screen size.
Yeah they probably got passed some old graphics by mistake but nobody noticed.
