Other than the diamonds and maybe Stubb's missions, the whole DLC felt like some bonus mission arc stretched out into a half-assed DLC.

Baits aside, I'm genuinely curious about the reasons behind the change. If the character was so insignificant, why bother with a complete redesign? And this only happens in this particular case. Every other character from GTA4 that gets more screentime in the DLCs gets at most a change of clothes. It doesn't make sense.
So? Is that supposed to be a reason or something? It sounds like a bullshit excuse a lazy dev would give for cutting out Jim's character from the entire game. Problem is, the character wasn't cut at all. Quite the contrary, in fact. They introduced an entire new character. A more appropriate course of action would have been to make Jim look like his correspondent biker npc with just enough differences for him to give the benefit of doubt. But what they did just doesn't make sense.

It wasn't cheap. They had to create a brand new character from scratch, hire a new VA, etc.
It wasn't effective. All it did was confuse the players and further destroy the actual ties of both stories.
It was completely unnecessary so surely there must be an actual reason behind the change.
