He was mostly only supposed to be around for Gen 1. Gen 2 kept him because Gen 2 was meant to be like an Expansion Pack (think like Brood Wars to Starcraft).

The pokemon Kino timeline was 1-XY. The world kept growing and characters showed to exist beyond their region. Then ORAS happened and GameFreak gave up giving a shit about lore.

It was either going to be multiverse stuff or every remake just retconning the older installments. People would have been annoyed either way. I think the multiverse thing is probably the preferable option because the canon of the older games is preserved for people who have fond memories of how the games ought to be in their eyes.
Its how I feel about all the player characters other than Red, plus some of the other rivals and champs. Red, Blue, Steven and Cynthia are all over the damn place, what the frick are Ethan, Silver, Brendan/May, Lance, etc. up to now?
In the anime sure but I'd be surprised if that influenced the games too. They must have gone through half a dozen VAs for most of the reoccuring characters in the anime.

He was still featured in a lot of episodes during SM and Journeys. It’s not like they could phase Oak out since he’s the narrator of the anime.

While it's true that Japanese productions are more hesitant to recast long-time roles out of respect for a dead actor, long-running media juggernauts will still always recast at some point. Usually anime just puts the character on the back burner for a while and when time has passed they're back, though in a more minor role.
