I think It's because of little kids being filtered. I was (still am) a moron when I got emerald as a kid and the braille puzzle was very hard, I got it in the end but spent a few weeks trying to find a braille guide first. Those dungeons were genuinely difficult for 5-8 year olds and they get priority over mature fans, even if it effects the sovl

All the clues are plainly stated and the chart is literally in the manual, they gave you all the tools and finding the spots were the hardest parts of those puzzles. If you got it 2nd hand without the manual then you could have just googled it or asked for a reference sheet at the library. If that was too difficult then maybe these kids aren't ready for rpgs yet, there's plenty of genres that don't involve that kind of problem solving like platformers or action adventure games where trial and error will get you through most challenges in less than an hour.

Pokemon games all say right on the box that basic reading ability is needed to enjoy these games, and most people at least skim the manual for the basics before jumping into new games. It's part of the experience. If you just tossed it aside that's on you. The only other thing they could have done here is put the chart somewhere in the game itself, however at the time not only did games come with printed manuals as the norm so they did exactly what players would have expected, but how shit the gba's screen was meant the chart would have been a lot harder to read in game AND having it in the manual made it more accessible. Having to interact with the wall to read the message, exit it to open the menu and open up the braille guide, write down a letter or two, close the guide to get back to controlling your character, then repeat until you got it would be far clunkier than just pulling up the message and leaving the manual open to the chart while you transcribe the message all at once.
Don't tell me your parents never picked you up after school and surprised you with a new game and you spent the ride home reading over the manual? Or gotten stuck on something and looked through it to see if there's something you're missing? Or at least really wanted to keep playing but it's time for bed/school/whatever so you'd take the manual with you to read and look at the artwork so you could enjoy that game's world just a little longer?

not all of us were rich and got every game new in the box
I was 5 or 6 when I struggled with the braille, and admittedly I've never been smart. I half agree with you on the idea that maybe kids should just play something else, but if the other 99% of the game is accessible to a small child then A) might as well go for 100% and B) from a business perspective it's best to capture fans at the youngest age possible and keep them hooked. Of all the things this franchise has lost because of "too hard for kids" reasoning, more difficult dungeons is closer to the bottom of my priority list.
