You can't even fix it with mods, the problem goes as deep as the story, dialogue, and all settings and characters. It's a first-person shooter, like Doom.

Nah man, shotgun surgeon + and stay back can take down a lot of shit. You gotta make your own buckshot though, the ones that reduce the projectiles from 7 to 4, while increasing damage. So each pellet will punch through armor more. Or just use slugs.
I appreciate the ammo variety for shotguns
I can cruise through OWB no problem with just a shotgun with slugs for lobotomies and pulse slugs for robots

Even despite heavily modifying it to be more in line with previous entries, that doesn't change what it is below the hood. Regardless, I'm overdue to finish the America Rising mod. Went like 60+% through it and lost my motivation to keep playing. I just wish to finish it at this point as I await Fallout London, which will likely be a better Fallout 4 than what we got.
Either case, Fallout 4 is just the Skyrim of the Fallout games. Bottom of the barrel, easy to grasp slop that's edible enough to amass a large fanbase who enjoy superficial nothing.

pyro gets you what? just gehenna, incendiary grenades, flamer, incinerator, and dragons breath shotgun shells?
explosives get you all of the grenades plus explosive .50 rounds, plus the grenades rifles 40mm and 25mm, and the grenade machinegun
you could even double up with shotguns and RP as a grenadier

RP elements? Lemme tell you a story: In FO3 my girlfriend told me I should get the Cyborg perk because it's perfect for my build. I told her I didn't want that because my character isn't a cyborg.
